Bylaws
Section 1. WKSRA
The Wisconsin Kids
Snowmobile Racing Association (WKSRA) is a group of family orientated
individuals that have formed together to promote our youth in the sport
of snowmobile racing. This racing consists of kitty-cat (60cc), 120’s
and Jr Novice classes. The paid membership of parents and children of
this group shall be known as the Wisconsin Kids Snowmobile Racing
Association (WKSRA).
Section 2. Elections &
Meetings
- Members interested
in running for all elected offices will be nominated by full
membership at the annual WKSRA Awards Banquet.
- Each family
membership shall consist of one vote.
- Elections shall be
done by nominations for said elected position and ballot vote for
nominees.
- Each elected
position shall be held for a term of two years.
- In the event that an
officer resigns from office prior to the finish of their two year
term the WKSRA will nominate and vote an alternate person to run out
that officer’s term.
- The president of the
WKSRA may elect to call a meeting at anytime with at least the vice
president and one (1) committee person present.
Section 3. Membership
Fee
Each family shall pay a
membership fee to the WKSRA. This fee will be a family membership of
one Racer with 2 family members, any additional children or family
members will be at an additional charge.
Section 4. Funds
- The general funds of
WKSRA can be drawn on by the President, Vice President and
Treasurer.
- All fees collected
for membership, race day fees, donations, fundraisers, shall be put
into the general fund of the Wisconsin Kids Snowmobile Racing
Association.
- Any withdraw over
the amount of $200.00 from the WKSRA general fund shall be agreed
upon by the majority of the officers.
- All monies shall be
used for the purpose of the WKSRA activities, supplies, prizes,
promotions, and insurance.
- Quarterly treasurer
reports shall be made available to officers and club members upon
request.
Section 5. Disputes
and Conflicts
- The five elected
board members of the WKSRA are to be used whenever a dispute,
conflict or a disturbance to the WKSRA has been identified and needs
a resolution. This includes decisions that occur on and off the
WKSRA race track.
- When a dispute,
conflict or disturbance to the WKSRA has been identified by the
elected President and/or Vice President of the WKSRA, he or she has
the elected power vested in him or her to request a vote by the
elected board members of the WKSRA to settle this issue.
- Notification to the
elected board members of the WKSRA shall be in writing or verbal
form of the issue is question.
- A majority vote by
the elected WKSRA board members constitutes an issue to be settled.
Each WKSRA board members vote counts as one.
- If a WKSRA member’s
actions are the cause of a dispute, conflict or disturbance to the
WKSRA, such member can appeal in writing within 7 days to the
elected WKSRA board and elected WKSRA President if the decision of
the WKSRA board vote is not in their favor. At this point, the
elected WKSRA President has the option to put the issue in question
to vote a second time between the five elected WKSRA board members,
the elected Vice President, elected Secretary, elected Treasurer,
and him or herself (President). Each parties vote counts as one and
shall be in writing. If a split decision on any voted issue occurs
with the second vote, the elected WKSRA President shall than put
this issue to vote to all paid members of the WKSRA. A majority
vote shall constitute an issue settled.
- The WKSRA has the
right to vote on and make decisions outside of the International
Snowmobile Racing Association. Said vote shall overrule any area of
the ISR Rule Book that is in conflict with the Wisconsin Kids
Snowmobile Racing Association. This vote consists of the before
explained process.
Section 6. Rules of
Conduct
- All members and non
members shall abide by the WKSRA race rules and regulations and code
of conduct.
- All WKSRA members
shall follow the rules of conduct laid out in the ISR Rule Book.
- All WKSRA members
shall follow the rules in regards to “Race Directors Authority” laid
out in the ISR Rule Book.
- Any and all racers
finishing in the top six (6) positions in any class will be subject
to tear downs and inspections by the race director, technical
inspector and President of the WKSRA.
- Any form of illegal
(cheating) running of equipment will be subject to disqualification
of the offender for that day and the next two (2) WKSRA point’s
races for that particular class.
- The decision of the
officers, voting board, race director and technical inspector is
final.
Section 7. Removal of
Officers
- To remove an
officer, race director, board member from their position who is not
fulfilling “or” abusing their position, can and will be removed from
office by a unanimous vote of the remaining officers, race director,
board members and the majority vote by the club members at any time
throughout the elected years.
Section 8. Radio
Devices
As of December 31st,
2002, the Wisconsin Kids Snowmobile Racing Association (WKSRA) board has
voted to ban the use of “radio devices” for the purpose of communication
between Driver and Parent in any and all race situations. Further use
of these radios will result in an infraction of the WKSRA By-Laws
Section 6, subsection E and will result in a disqualification for two
(2) WKSRA points races for that particular class that the radios were
used in and sacrifice of the points earned in any or all wins. |
